    In this subchapter of the monograph, the authors analysed certain aspects of the doctrine of criminal investigation tactics in Lithuania and Ukraine as reflected in the textbooks of these countries. The main focus is on the general structure of criminal investigation tactics, with an emphasis on the place of certain procedural actions. At the same time, we attempt to assess which criminal investigation actions are given priority and which individual criminalistic theories have been transferred from the traditional section on criminalistics tactics to the section on general criminalistics theory in the textbooks. In addition to original Lithuanian and Ukrainian criminalistics textbooks, we analyse a criminalistics textbook in English, whose main authors are scholars from these countries. According to the authors, this article will be the first in a series of articles on this topic, focusing on general issues of criminalistics tactics doctrine. In subsequent articles, we plan to continue examining this topic, focusing on the specific features of certain investigative and judicial tactics in Lithuania and Ukraine. The analysis of nonpublic tactics and the specific features of defence tactics require separate examination.

    Straipsnio autoriai, atlikę kelis pilotinius tyrimus apie parašo formavimosi ypatumus ir vyresnio šeimos nario parašo vaizdo įtaką jaunesnių šeimos narių parašų formavimuisi, šiame straipsnyje nagrinėja studentų, besimokančių universitete, parašo kitimą/nekitimą mokymosi metu. Tai apima ketverių metų laiko tarpsnį, per kurį studentai naudojo rankraštinį parašą. Buvo nagrinėjama, ar keturių metų laikotarpis turi įtakos parašo individualumui, pastovumui ir variantiškumui. Jau anksčiau straipsnio autoriai, atliko didelį eksperimentinį ir biomentinį darbą, aprašydami parašo kūrimo ir formavimosi ypatumus, priklausomybę nuo vyresnių šeimos narių parašų vaizdo įtakos jaunesnių šeimos narių parašo kūrimo procese. Šiame straipsnyje nagrinėja studento, besimokančio universitete, parašo kitimą/nekitimą mokymosi metu. Tai apima ketvertą metų laiko tarpsnį, per kurį studentai naudojo rankraštinį parašą. Didelę eksperimentines medžiagos dalį buvo nutarta panaudoti būtent rašysenos individualumo, pastovumo ir variantiškumo ypatybių nagrinėjimui, studentų įtraukimui į rašysenos ekspertizes mokslinių tyrimų raidą.

    As we have already mentioned and written (Ackermann et al, 2020), in 2017 in Palanga the Lithuanian Criminalists’ Association, the Polish Forensic Association and the Ukrainian International Congress of Forensic Scientists signed a Memorandum of Understanding on the establishment of a Federation of European Federation of National Associations of Criminalists.1 Until then, the international congresses organised by the Lithuanian Criminalists’ Association under the title ‘Criminalistics and Forensic Expertology: Science, Studies, Practice’ have been the main platform for cooperation between European criminalists. A very important event in the realisation of this idea was that at the end of 2023, the German Society of Criminalists expressed its wish to join the Memorandum. This added value to the idea, giving even more weight to the envisaged collaboration and, by joint efforts, helping to significantly broaden its geography, all while contributing to the creation of a common European criminalistic area. The aim of this paper is to highlight, through a scientific discussion, the possibilities of cooperation between forensic NGOs and the European academic community with a view to build a common European criminalistic area. The main objectives are: to assess the state of implementation of the vision of the European Common Forensic Space 2030 and the mechanisms in place; to present research-based proposals on the development perspectives of criminalistic science, studies and practice; to show the untapped opportunities for cooperation between forensic NGOs and academic institutions; and to present the final stage of the creation of the European Federation of National Associations of Criminalists as a possible coordination centre for forensic science. The methods used in this paper include comparative, systematic, and content analysis. The comparative method is used to assess changes in criminalistic policy-making in four European countries (Lithuania, Germany, Ukraine and Poland) versus contemporary threats, their nature and the influence of criminalistics. The content analysis method is used to identify important insights from criminalistic scientists in each country and to analyse scientific sources. The systems analysis approach is used to construct the conceptual content of the future European Federation of National Associations of Criminalists and to analyse its main determinants. The method of interviews with eminent criminalists from eleven countries has been of great value in demonstrating the relevance and reality of the scientific idea of the European Federation of National Associations of Criminalists.

    Atsižvelgiant į sparčiai kintančius teisėsaugos sektoriaus poreikius, didėjančius nusikalstamumo tyrimo sudėtingumo lygmenis ir tarpdiscipliniškumo svarbą, atsirado būtinybė sukurti universitetinę studijų programą, kuri jungtą klasikinę | teisės studijų programą ir praktinius kriminalistikos įgūdžius. Tradicines teises studijos dažnai neapima specializuotų kriminalistikos žinių, kurios tampa vis aktualesnės tiek ikiteisminiame tyrime, tiek teisminio nagrinėjimo procese. Studijų programa „Teise ir kriminalistika" pradėta vykdyti Mykolo Romerio universitete nuo 2020 metų. Rengiant šią bakalauro studijų programą, diskutuota su Lietuvos teisėsaugos institucijomis, išklausytas Nacionalines teismų administracijos pageidavimas sustiprinti kriminalistikos ir teismo ekspertologijos dėstymą Lietuvos universitetuose. Mūsų kriminalistikos doktrinos triadoje „mokslas - didaktika — praktika” ypač daug dėmesio būdavo skiriama kriminalistinei edukacijai kaip savotiškai tarpinei grandžiai tarp kriminalistikos mokslo inovacijų ir teisėsaugos praktinės veiklos, vykdomos aiškinant, tiriant ir užkardant nusikalstamas veikas. Susidomėjimas šia programa pirmaisiais stojimo metais paskatino atlikti studentų motyvacijos tyrią siekiant nuolat stebėti studijų programą ir, atsižvelgiant į studentų įžvalgas, tobulinti turinį bei dėstymo metodus, numatyti šios programos perspektyvas, užtikrinti jos -atitiktį praktikos poreikiams, žinoti studentų lūkesčius, juos nuolat analizuoti, diskutuoti tiek su studentais, tiek su dėstytojais ir kuo greičiau reaguoti į galimos pokyčius, valdyti situaciją, palaikyti aukštą studentų ir dėstytojų motyvacijos lygį. Studentų ir dėstytojų dialogas, mūsų nuomone, leidžia nuolat tobulinti programą, tad tokie tyrimai dabar atliekami kasmet, pirmaisiais studijų metais - kiekvieną semestrą. Kiekvienas mūsų atliekamas tyrimas susijęs su prieš tai vykdytu, ir yra.be abejo, pagilintas, patobulintas. Tuo siekiama ne tik formuluoti konceptualiausiai klausimus, susijusius su naujausių kriminalistikos pasiekimų diegimu į studijų procesą, jo pastoviu tobulinimu, bet ir į šį procesą įtraukti studentus ir produktyviai išnaudoti dialogo su jais galimybes ir privalumus. 2025 m. turėjome galimybę atlikti jau šios studijų programos dviejų alumnų laidų nuomonių tyrimą. Šio straipsnio pagrindinis tikslas - pratęsiant Lietuvos kriminalistų draugijoj inicijuotą diskusiją apie šiuolaikinių kriminalistikos studijų programų budrumui atskleisti Mykolo Romerio universitete vykdomos studijų programos „Teise ir kriminalistika" originalumą ir pateikti absolventų įžvalgas dėl jos tobulinimo krypčių. Straipsnyje analizuojamos „Teisės ir kriminalistikos" studijų programos alumnų įžvalgos, atskleidžiančios, kaip vertinama programos struktūra ir praktinis studentų parengimas, kokie aspektai, alumnų nuomone, turėtų būti tobulinami siekiant dar labiau atliepti tiek studentų, tiek darbo rinkos lūkesčius.

    In der EU hat die Zusammenarbeit bei der Verbrechensbekämpfung auf Regierungs- und Ressortebene mit diversen Regelungen eine solide Grundlage. Gleichwohl ist festzustellen, dass die Kriminalistik meist auf Kriminaltaktik und Kriminaltechnik reduziert wird und Aspekte wie kriminalistisches Denken, Theorie der Kriminalistik und kriminalistische Methodik praktisch vernachlässigt werden. Weitgehend ungenutzt bleiben die Möglichkeiten akademischer Einrichtungen und Nichtregierungsorganisationen (NRO), die sich mit kriminalistischen Fragen beschäftigen. Die Autoren plädieren für einen europäischen Raum der Kriminalistik, der durch eine noch zu gründende Föderation der nationalen kriminalistischen Gesellschaften einen strukturellen Rahmen bekommen kann.

    The idea of an alliance between Central and Eastern Europe and parts of the Balkans, otherwise known as the Intermarium or the Three Seas Initiative, is not a new one, but it has been given new impetus in our time as this region has developed substantial common interests – not only in the political and economic spheres, but also in other areas. If we look at the idea of the Intermarium, or more specifically the Three Seas concept, we see that 12 European Union countries are formally involved (Austria, Bulgaria, Croatia, Czechia, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia). Greece was admitted to the Alliance in Bucharest in September 2023, while Ukraine and Moldova became associate members. In April 2024, an Intermarium Summit took place in Vilnius where important resolutions were adopted, including on security. The division of criminalistics into four main traditional schools (Germanic, Romance, Anglo-Saxon and Eastern European) which emerged in the second stage of its development in the 20th century is well known. There are no purely national ‘schools of criminalistics’, since each country is in the process of analysing the positive experiences (scientific and applied) of other countries and adapting them to its own purposes. This scientific term is therefore significant first and foremost as a basis for scientific classification, but also reflects the geopolitical vectors of each country. In regard to the development of a specific science such as criminalistics in the context of public security, we need to consider the influence of various factors on this process. In each country, criminalistics, as both a science and an applied field, begins based on the paradigms of one of the main schools before being further saturated with national content. The latter process depends not only on the existing law and its doctrine, the functioning system of law enforcement institutions, and the economic and social conditions, but also on the history, culture, traditions, and geopolitics of the country. The aim of this article, written by authors from three Intermarium countries, is to show, on the basis of an analysis of the most important developments in the forensic sciences of the countries of Eastern and Central Europe in recent decades, the prerequisites for the formation of a new school of criminalistics in the Intermarium countries. It also seeks to provide insights into the future directions of this process in the context of geopolitical changes.
