This level is crucial as it directly ensures the provision of administrative and public services to individuals within the administrative units of the Republic of Lithuania, thereby serving the public interest. This article aims to analyse the organisational model of territorial state administration entities and the challenges associated with their organisation. The study of the layout model (organisational structure) of territorial state administration entities begins with an analysis of its legal regulation in the Constitution of the Republic of Lithuania and other legal acts. The article first investigates whether the organisational model of these entities is established in the country s main law or other laws of the Republic of Lithuania, and how detailed this model is defined in the aforementioned legal acts. Special attention is also given to the actual arrangement of territorial public administration entities within the administrative units of the Republic of Lithuania. The criteria and principles guiding these arrangements are examined, as well as the powers granted to the heads of central public administration entities to make decisions regarding the organisation of these entities. The conclusions drawn from the research are presented at the end of the article.

Faktiškai kasmet yra atliekamos tam tikros minėto teisės akto korekcijos. Šis straipsnis yra skirtas naujausių ir reikšmingiausių ABTĮ pakeitimų, padarytų 2022 metais, analizei. Jame aptariamos ne tik priimtų ir įsigaliojusių konkrečių ABTĮ pakeitimų įstatymų redakcijos ir jų esmė, bet analizuojamos ir priežastys, lėmusios tokių pakeitimų iniciatyvas. Taip pat trumpai apžvelgiama, kokie ABTĮ ir apygardų administracinių teismų sistemos pakeitimai šiuo metu svarstomi Lietuvos Respublikos Seime ir projektuojami artimiausioje ateityje, taip pat kokie veiksniai nulemia poreikį tobulinti administracinių bylų teisenos teisinį reguliavimą ir su juo susijusių kitų teisės aktų nuostatas. Tyrimo metu nustatyta, kad inicijuoti ABTĮ pakeitimai neabejotinai užtikrins didesnę administracinių bylų teisenos proceso kokybę ir veiksmingesnį asmenų pažeistų teisių ir laisvių gynimą administraciniuose teismuose.

Vilnius : Entrepreneurship and Sustainability Center, 2020, vol. 8, no. 2., p. 533-545The European Union (EU) is implementing the concept of the circular economy (hereafter – CE) system, the main idea of which is to maintain the added value in products for as long as possible both to improve the quality of the environment and eliminate waste. These provisions presuppose the improvement of EU waste management systems and legal regulation. The European Commission proposed a legislative package for amending the main Directives related to waste management. The European Parliament and the Council adopted this document in 2018. The legislative package amends six Directives, which are the main components of the legal framework for waste management in the EU. These are systematic changes in EU waste law regulation and include: the modification of the waste management system; the alignment of definitions; and the formulation of new legal definitions (for example municipal waste, backfilling) or establishment of qualitative and quantitative indicators which cover the meaning of waste hierarchy. The aim of this article is to divulge the main legal changes, and to evaluate their content in the context of the concept of the CE.

Hence, effective and transparent implementation of public administration by each state and municipal institutions depends on human factor. As well as, the quality of work of this human factor depends on the fulfillment of its legitimate interests. But the conception, scope and content of principle of legitimate expectations in public service of the Republic of Lithuania are not clear. It is only obvious that the aspects related with remuneration and social guarantees are the most important issues in the scope of principle of legitimate expectations. Therefore, by analyzing the Law on Public Service of the Republic of Lithuania and other laws governing the issues influencing the economic situation of Lithuania as well as the case law and scientific literature, the content of principle of legitimate expectations in public service of the Republic of Lithuania in the light of remuneration and social guarantees is revealed in this publication. Consequently, the publication starts with the description of origin, conception and scope of the principle of legitimate expectations in public service. Furthermore, problems regarding the remuneration and social guarantees in public service are detailed particularly bearing in mind the interconnection between the effectiveness of functioning of state apparatus and implementation of principle of legitimate expectations in public service. Finally, the jurisprudence of the Constitutional Court of the Republic of Lithuania and the case law on related issues of legitimate expectations in public service are analyzed in order to present the positions off all the powers within the Republic of Lithuania: the legislative, executive and as well the judicial.

ISBN 9786197105469., p. 827-834In order to ensure a more efficient and more operational judicial protection of human rights and freedoms and control over the actions of public administration at the end of the twentieth century (1999) Lithuania has established functioning administrative courts. Thus, in modern and advanced democratic countries a widespread autonomous and independent special administrative justice model for resolution of arising disputes between individuals and the public administration was created. This particular article is intended for the analysis of institutional structure of the administrative judicial system of Lithuania. Administrative Courts as an examination of specialized judicial system starts from the historical aspect that is from an overview of development. In the article the most attention is focused on the search of the model of Lithuanian system of administrative courts. The competence of Administrative Court of First Instance and of the Court of Appeal of Lithuania is also being examined. The findings obtained during the survey are presented at the end of the article.

Kočani : European Scientific Institute, 2014, Vol. 10, no. 16., p. 236-247It must be stressed that currently there is no universally accepted definition of administrative law that would prevail in the theory of administrative law and have an equal meaning in different countries and different legal systems. This aspect encouraged the authors of the present article to carry out an in-depth review of the conceptions of administrative law found in literature on administrative law in various foreign countries. A comparative analysis of the definitions of administrative law was carried out in order to reveal the elements of their content that are used by different authors (scholars) to define administrative law as well as the similarities and differences of these definitions.
