Šiame darbe analizuojama ikimokyklinio ugdymo politikos prioritetų kaita X–XVIII Lietuvos Respublikos vyriausybių programose, įvertinant politinių pokyčių poveikį ir identifikuojant veiksnius, kurie gali prisidėti prie ilgalaikių švietimo politikos sprendimų. Tyrimo tikslas – įvertinti, ar politinės pertvarkos ir valdžių kaita turėjo įtakos ikimokyklinio ugdymo politikos įgyvendinimui ir kokios strateginės kryptys užtikrina ilgalaikį šios politikos stabilumą.
The primary objective of this study is to analyze the evolution of pre-school education policy priorities in Lithuania as reflected in the X–XVIII Government programs and to assess their continuity over time. The research aims to determine whether the priorities outlined in these programs were consistently implemented and how political shifts influenced the development of pre-school education policy. To achieve this objective, the study sets out three main tasks: (1) to define the concept of policy priority shifts, (2) to identify the factors influencing policy consistency, and (3) to determine the key trends in pre-school education policy development within the X–XVIII Government programs. The study employs a qualitative content analysis method, systematically examining government documents to track policy changes and assess their alignment with long-term educational goals. The analysis is structured into two main parts: first, an exploration of how pre-school education policy priorities evolved across different governments, and second, an evaluation of the consistency of policy implementation over time. The findings indicate that while pre-school education has gained increasing recognition as a critical component of Lithuania’s education system, the policy approach has been inconsistent across different government terms. The study concludes that to enhance the effectiveness and continuity of preschool education policy, a more structured and long-term strategic approach is necessary. This includes ensuring stable funding, reducing policy fragmentation between national and municipal levels, and strengthening mechanisms for policy monitoring and evaluation. The research contributes to a broader understanding of education policy-making in Lithuania and provides insights into the structural challenges affecting the sustainability of pre-school education initiatives.
